Well, no. There's no such thing as spot reducing. When you lose weight, the body takes fat from wherever it wants. It sounds like you're doing great and congratulations on your flat stomach. Keep up with what you're doing, make sure to include both cardio and weight training workouts, and your thighs should slim down in time. Resist the impulse to crash diet as that will just cause more weight to come back later.
