Cellulite is just bodyfat, so the only way to lose it is to lose bodyfat. This means you need to eat less calories than you burn. If you want your weight to stay the same, then you need to gain some muscle. I would recommend gaining some muscle first (as long as your body fat percentage isn't too high) and then this extra muscle will help burn more calories.
