lower ab work

i work out three to four times a week, doing both cardio and weights. i always always always do crunches. however, i can't seem to lose any weight from my lower abs. i can see defintion on my upper abs and obliques, but not my lower abs. it's very frustrating and if anyone has any helpful hints or exercises please let me know. thanks!!!
