To lose fat surrounding your stomach, do 45minutes of cardio exercises everyday. Include a variety of them to avoid getting bored: running, biking, elliptical machine, climbing, stairs.

Sit-ups and abs exercises develop abs muscles, but those muscles would be hidden due to the layer of fat. You need a lower body fat % in order to expose abs muscles. Women don't really need very good abs muscles. However, 10-15minutes of abs workout everyday is recommended for a stable torso.

If you have more time, do some resistance training as well for toning. Its an effective way of long term weight maintenance.

My last remark: instant spot reduction is possible only with liposuction or surgery -- not with exercise or diet change.
