Be patient. You've lost quite a bit of weight in a relatively short time. It takes a while for your skin to tighten. You are correct in your goal to add muscle; increasing lean muscle mass will not only help the appearance, but also increase your metabolism.
You are still very young. Your skin is still very elastic and will tighten. It did for me when I lost a bunch of weight at age 25. I even went on to be a professional model after losing my weight, so it can be done.
