Well. You say you've tried everything. Do you weight train, because if you don't you need to. By eating more and by slowing down your metabolic rate, you could add more flabby, unshapely fat to these areas, but ideally you want to add size and shape, don't you. You need to be performing certain leg and hip exercises that will add the muscles you need, giving that much desired shape. It will taske time, i can't promise results over night, and you must be patient - but it will work. This should be combined with a healthy diet of course.
