Water Pills, diuretics, etc are a bad idea unless you have a specific medical need for taking them. Water is by far the better of the two methods and will work as quickly without and of the potential problems the other things bring.
I would only go with a fat burner after you have your diet and exercise program down perfectly. Why? Because nearly all of them carry side effects and some of them have some potentially serious ones. When you get to a point where you have tweaked your diet and your exercise program as far as they can be tweaked and your progress has still come to a halt then, and only then, is the time to consider supplements - fat burners or any other kind for that matter.
